there are two rules of vicky:

  1. do not be a bad person
  2. do not do bad things

the implications of these rules are obvious. bad things should be avoided. being bad should be avoided. badness can range from inconvenience to crimes against humanity. in the event that a person is, does, or causes badness, badness mitigations must be employed.
