at 2025-10-08 12:06 UTC, an appendment adding the two sublaws to law 7 was enacted:
#* In the above, "earliest haver" should be understood to mean "earliest ''current'' haver".
#* Suppose Jane picks up an apple at a store. Both the store and Jane have the apple; the store has had it longer, so the store holds the title. Next, Jane removes the apple from the store, whether via purchase or shoplifting. Jane is now the only haver of the apple, so she holds its title, and may issue or transfer it as she pleases.
the following new law (law 8) was added:

Gollark is the individual known variously as gollark, osmarks, or Oliver S. Marks. A Gollarious organization is any that contains gollark or was created by or on behalf of gollark. For every gollarious organization that is a member of the council, a new antigollark organization is created and becomes a member of the council. An antigollark organization has zero members, is not gollarious, and always votes for what >50% of the council, minus gollark and all gollarious organizations, votes for.

Each person who has been physically nearby X and witnessed it directly via some sensation, particularly vision, at that point begins having ''seen X'' (a new instance thereof). Each person may only ever receive one ''seen X'' for any X. ## The presiding Judge hears a description of the dispute from each party. The Judge drafts a ''docket'', which is a short but comprehensive description of the dispute, including:
== Constitution of Having ==

# ''Objects'' in the Having Game are members of a ''class of concern''. A class of things is only class of concern if it is finite and each member has a value of less than or equal to 5 USD. A class of concern may not contain the fiat currency of a state or currency which may be exchanged for the fiat currency of a state. As long as it has these attributes, an object may be a tangible thing or an intangible concept.
# A person or organization ''has'' an object iff one of the following is true:
## they physically posess it either on their person, in their dwelling, or in their storage. Something is their storage or their dwelling if they have access either continuously or intermittently, no one else may levy a more reasonable or as reasonable ''claim'' to it, and they have some means to control or at least influence who accesses it.
## they have sole ultimate control of its relevant use. For example, one ''has'' an online account which they solely know the password to.
## it is a part of their body.
## it is claimed or defined as being had by them by the relevant rules or authority. For instance, one has membership in an organization that claims they have membership in it.
##* If the US Supreme Court rules that Jane Doe is the owner of an object, then Jane Doe has US ownership of that object. However, she may nonetheless not have the object itself. The court ordered ownership is its own independent object.
# A party does not have an object if:
## they are borrowing or leasing it. However, they do have the lease itself.
# The Laws of Having may not contradict the Constitution of Having. For instance, the Laws of Having may not define a new class of concern containing objects over 5 USD in value, even with certain caveats.
# The laws of any state, although they may affect the behavior of parties involved with the Having Game, do not affect anything considered to be true by the Having Game unless the the laws or constitution of the Having Game state otherwise. That said, the Having Game does not in any way whatsoever condone, encourage, or advise breaking the law. The Having Game does not condone anything.
# The Constitution of Having may be amended if at any point a number of real people greater or equal to ''the threshold number'' agree to the amendment. Said people may be any people whatsoever, whatever their affiliation. Reasonable evidence must be presented of their agreement. For instance, an anonymous survey is not sufficiently substantiated.
#* The threshold number is presently '''25'''. The Constitution may be amended at any time by the Council of Having to increase this number, as long as the number does not exceed 5 times the amount of members of the Council that are real people.
# The Council of Having contains one or more members. A member may be a person or organization.
# It is not possible to win the Having Game.

== Laws of Having ==
# A title is an object. For each object, there is exactly one title. A title is initially had by the haver of its object. The haver of a title may change if its current haver agrees to transfer the ownership of a title to a new haver.
# A title may be split into any number of stocks of any fraction of the title. A party has a title iff they have all stocks of a title. The haver of a stock may change if its current haver agrees to transfer ownership.
# A given organization or person may only have one membership in the Council of Having.
# The Council of Having makes a decision if >50% of members vote to make this decision.
# The Council of Having may create ''appendments''. Appendments are new Laws of Having. They may not modify or contradict previous Laws of Having. If the Council contains '''8''' or more members that are real people, they may pass ''amendments'' which alter existing Laws of Having.
# Membership in the Council of Having is available in exchange for 25 bottle cap titles, 10 occlupanid titles, or 128 paperclip titles. Titles must be substantiated by Proof of Having as determined by the discretion of the Council (please [[special:upload|present your holdings in a suitable image]]). Transactions should be negotiated in the [[The Having Game/Town Square|Town Square]].
# A title may only be owned by one haver. A title may be ''issued'' at most once. Before a title is issued, the haver of a title is the single earliest haver of the object of the title. A title is considered to have been issued if at any point it transfers ownership, or the current haver of the title decides that it is issued.
# Gollark is the individual known variously as gollark, osmarks, or Oliver S.
# For each object X, there are any number of ''seen X''. Each person who has been physically nearby X and witnessed it directly via some sensation, particularly vision, at that point begins having ''seen X'' (a new instance thereof). The Court is an organization with the power to resolve certain disputes and disagreements.
* If there is a disagreement about the interpretation of the Laws or the Constitution, the court has the power to decide which interpretation is correct.
* If there is a disagreement about whether some party has some object, or some other factual matter about the state of the game, the court has the power to decide the truth.
The court's procedures specify how the court must make its decisions, how membership in the court is determined, and how these procedures may be amended. If no court procedure has yet been defined, the council may vote to define it.

== Initial Court Procedures ==
# A Judge is a member of the court. Judges must be real people, and may not also be council members.
# A person may become a judge if they are supported by >50% of the current judges, as well as 2 people who are neither judges nor council members.
# A judge may resign at any time, unless they are the only judge.
# Before formally accepting a case, the court should encourage involved parties to establish a consensus themselves.
# A single presiding judge is arbitrarily assigned to each accepted case. A judge who is party to a dispute may not preside over its case.
# A case pertaining to a previous court decision is known as an appeal. Appeals of appeals will not be accepted.
##* a response was not collected following court procedures; or,
##* the judge considers the outsider to have a conflict of interest.
## The outcome which has majority support among polled outsiders is selected. If there is a tie, the judge breaks it.
## The presiding Judge hears a description of the dispute from each party. The Judge drafts a ''docket'', which is a short but comprehensive description of the dispute, including:
##* All necessary background information required for a person unfamiliar with the Having Game to understand all relevant aspects of the case.
##* Instruction to select between a finite set of rulings for the case, determined by the Judge.
## The Judge presents the docket to the parties. If any party finds that it is unsatisfactory, they may request revisions, but if the Judge finds that they are wasting the Court's time, the docket is considered to be sufficient as-is.
## An ''outsider'' is a person who is uninvolved in the Having Game. The Court must solicit those involved with the Having Game but not a party to the case to poll outsiders, presenting each the docket and recording which ruling they select.
##* The outsider must not be prompted or influenced to choose any particular answer.
##* The relation of the outsider to the poller must be disclosed.
##* The outsider's response must be recorded exactly, ideally with any commentary they considered relevant.
## The Judge must allow a sufficient amount of time to collect responses. The Judge selects the ruling which has the majority support among the considered responses. The Judge must consider each response, except if:
##* The response was not collected following Court Procedures.
##* The outsider has a conflict of interest.
## The Judge shall break any tie.
# The Court Procedures shall be amended upon the agreement of >50% of members of the Court and the fulfillment of the requirements defined by Law. If the Court Procedures are amended during a case, the case follows the Procedures as they were defined when the case was accepted.
# A case must be deliberated as follows:
## The presiding Judge hears a description of the dispute from each party. The Judge drafts a ''docket'', which is a short but comprehensive description of the dispute, including all necessary background information required for a person unfamiliar with the Having Game to understand all relevant aspects of the case. The docket provides instruction to select between a finite set of rulings for the case.

You are, as a neutral observer, asked to choose one of the sides of this dispute. You are also asked to provide a short explanation as to why you chose this interpretation.

Since we're all quite far away from each other, the Having Game allows players to exchange objects within the game without actually moving them around, using a representation of that object called a ''title''.

Alice has traded the "title" of her eyeballs (the part of her body) for membership in an organization in the Having Game called Example Organization.

Rule 1 of the Constitution of Having defines which kinds of things may be collected in the having game:

A class of things is only class of concern if it is finite and each member has a value of less than or equal to 5 USD.

Beth, an existing member of Example Organization, argues that it is not permissible for Alice to trade a title of her eyeballs, as eyeballs are worth more than 5 USD.

Alice argues that eyeballs do not have a monetary value, as it is not reasonable to expect to be able to sell them at any particular price.

Please choose a resolution for this dispute:

* It is not possible to have a title on eyeballs. Alice's trade with Example Organization is invalid.
* Eyeballs do not have a value that is greater than 5 USD. It is possible to have a title on them. Alice's trade is valid.

The Judge drafts a ''docket'', which is a short but comprehensive description of the dispute, containing all necessary background information required for a person unfamiliar with the Having Game to understand all relevant aspects of the dispute, as well as a finite set of outcomes for the case.
The Court must solicit those involved with the Having Game but not a party to the case to poll outsiders, presenting each the docket and requesting that they select a particular interpretation.
The Judge must consider all responses, unless it is found that a response was not collected following Court Procedures, or the Judge considers the outsider to have a conflict of interest. The outcome which has the majority support among pollees is selected. If there is a tie, the Judge shall break it.
# The Court Procedures shall be amended upon the agreement of >50% of members of the Court and the fulfillment of the requirements defined by Law. If the Court Procedures are amended during a case, the case follows the Procedures as they were defined when the case was accepted by the Court.
